missing argentinian submarine and our response to nuclear threat

I distinctly remember wondering to myself how odd it was that Argentina was a nuclear power. Where i got such impression i have no idea because there is no longer, in so far as i can see on the net, any reference to it being the case. i believe the situation was such that the missing argentinian submarine San Juan had nuclear capabilities and represented an emergency of international concern; one nation could get hit out of the blue as a false flag, provoking war with USA or Russia or any super power country.
because of the disappearance of San Juan, i feel the response to a nuclear threat is very well coordinated and could threaten the power of any standing government even on the suspicion of a nuclear event.

Regardless, the response to a nuclear threat is no doubt established beyond the involvement of any standing political party which is transient by nature. Such crisis could have especially significant impact on the CURRENT political party in charge who may be only hanging on by a thread, in mind and in grip!
